Has anyone been asked to hide wall mounted dimmer switch locations behind a decorative feature ( picture/logo) panel and if so, are there any code implications?

Agreed. People put furniture in front of receptacles all the time.
A switch would be no different.

Hide them in the pantry or closet. How would behind the picture work ? A dimmer built like a clock recptacle would work, but have never

seen such an animal.
