Can standard dimmers be used on track light with low voltage heads? Meaning the lights themselves are low voltage, each with it's own transformer.

Those are usually electronic transformer and usually demand an electronic LV dimmer. If the lights have magnetic transformers than a standard LV dimmer will do. I have seen standard dimmers work on these however, they may cause problems with longevity of the dimmer or transformer.

It is very possible for a standard incandescent dimmer used on low voltage lighting to overheat the transformer(s).

Use the correct type ($$$) dimmer for LV lighting.
