Neon with an old-school magnetic transformer can be connected to a dimmer, yes, but (a) you dont get the full range of dimming, and (b) your dimmer better be rated for an inductive load, or we'll be back to smoke issuance.

Used to do this in discos in decades past.

I've no idea what an electronic power supply would do, it may get ugly...
 
And yes, this is an electronic ballast. It's just a little too bright. Full range would not be an issue but smoke would be.:smile:

Won't the smoke tend to diminish the brilliance of the neon? :grin:

BTW, you need a new flag... that one is a bit yellowed and should be replaced.
