direct to meter for a/c disconnect feed

I was cited by the AHJ for coming off the utility meter with a nipple to feed the a/c disconnect.He said service disconnects had to be in the same location and I aggred. When I got home It came to me that the Main disconnect was outside next to the meter and a/c disconnect. So they are grouped after all. The panel in the basement has a main but it is a sub-panel. How can he cite me for a service disc. grouping violation when they are together.The main in the basement is not the service disconnect right? Is their another violation in coming off the meter to the a/c disc.?

Perhaps not a grouping violation but several things come to mind. If you tied in before the main disconnect with your A/C disconnect you may be exceeding the ampacity of the service conductors. Do you have more than one conductor on a lug? The A/C disconnect would be a service disconnect and would have to be bonded accordingly.

Is the A/C disconnect rated for service equipment?

Are the lugs in the meter designed to tap two conductors that are the size of the wiring under them?

Is all the service grounding and bonding done in this Main / AC disconnect.
