Discoloration of busbar components

Bad breaker to bus connection at the top at some point in the past- that definitely has overheated. Agree with ptonsparky about the likely hood dust/corrosion on the other places and there is one of those breakers ( the 15 in the middle on the left) that appears to be a different brand.

At the very least those affected spaces especially that top should be blanked off and marked unusable. The references applcable here are
110.12(B)-Integrity of electrical equipment and connections as far as damaged bus and 110.3(B) Installation and use- for any breakers not being listed for use with that panel .
 
Seems a little odd that the vertical section of bus is clean and so is one of the horizontal segments. The top one is definitely the worst, and at first glance one might expect a weak breaker to bus connection caused it, but then why similar though not as bad on the others, with clean vertical bus tying them together?

I think contaminants may be at work here more so then bad connections, exception may be the top pole.
