If I understand it correctly, no disconnect is needed at the meter. The NEC, for the most part, does not address the meter location and almost ignores it's presence, Sounds as if your conductors come from the meter to the distribution center in which case the distribution center would need to be service rated.
Some POCOs require a disconnect ahead of the meter on services over 300 V to ground. Check your customer service handbook.
Also you may need ground rods at the meter, not required by the NEC, and in Washington not allowed as the connection (once the meter base is sealed) is not accessible.
