Disconnect for a single branch circuit

I have a new structure being built in an on going project. The gate house is 8'x8' and has two side walls, one door wall (the gateway) and one open side. It is roofed. I have one hanging light controlled by a lighting control system for the property. My inspector wants a ground rod and a disconnect. I think with one branch circuit to feed the light I do not need the ground per 250-32a. I seem to remember too that for a single branch circuit I do not need a disconnect but I can't seem to locate a code listing for this. Perhaps my memory is from an outdated code.

Seems odd to have to consider this open sided wart in the wall a building.
 
You do not need a ground rod for a single circuit however you do need a disconnect. That disco can be a sp switch.
