Disconnect for sign lighting.

I'm looking for some opinions on sign lighting disconnects. There is a contractor that has installed weatherproof light fixtures to the top of a wooden sign that shine down on the sign. I feel that there needs to be a disconnect for the fixtures as they are attached to the sign. The contractors argument is that the fixtures are not part of a factory assembeld sign, and therefore do not require a disconnect. I have made my call and the contractor has installed a disconnect, but I'm just currious what other people think. The contractor also brought up that if he had installed the fixtures in the ground and had them shine up at the sign he wouldn't need a disconnect and he feels that these two examples are basically the same. What do you think?
 
600.6(A)(2) would permit the disconnecting means to be locates within sight of the controller for the outline lighting system. This installation would fall under outline lighting systems not as a sign.

So if the lights on the sign were fed by a time clock remote from the sign you could have the disconnecting means located within sight of the controller provided that it meets the requirements of 600.6(A)(2).

Thanks for replying to my question. I really appreciate this forum. I find it very helpful being able to see other peoples interpretations of what seem like simple questions.
