Hello,
Can a (non-fusable) 3 pole disconnect Switch be used to feed two breakers ? Does it need special assembly ? Do they have disconnect switch for this purpose ? Please advise.
Thank you so much.

The lugs and wire bending space on the load side of that disconnect would need to be listed for two feeder cables or sets of cables as the case may be. That may be problematic depending on the sizes involved.

If the 600 amp switch in the picture has no overcurrent protection, it is not the service disconnecting means, conductors on it's load side are still service conductors. More details on that switch will tell if you can even use it in this manner.

If the supply side is not service conductors then this is a feeder, and if the conductors to the breakers are less ampacity than the supply side overcurrent protection then they are "feeder taps". They would need to comply with some part of 240.21 in that case.

The service disconnect is not required to contain the service overcurrent protective device, however where it does not, the OCPD must be immediately adjacent thereto. That was the purpose if my first post asking where the breakers are in relation to the 600 amp disconnect.
230.91 Location. The service overcurrent device shall be an integral part of the service disconnecting means or shall be located immediately adjacent thereto. ...
