Disconnect grouping

I have a situation where I was tasked with providing an estimate for new service for two separate buildings separated by a firewall and they are two different addresses. The Poco is telling me that since it's considered one tax lot with the Department of buildings that they're only going to provide me with one service. They told me as long as I put a doorway in the basement divided access to both spaces to read The Meters it's okay. My question is is it permissible to have a disconnect four address 1 inside of address 2 or vice versa. The way I see it is if there's a fire God forbid in one of the addresses the fire department's not going to know where the disconnect is judging by the previous thread here. What does everybody think

Generally not allowed: There is a paragraph somewhere in chapter 2 that says something like "overcurrent devices in a dwelling unit shall be accessible to the occupants of that unit." or something similar. But there is an exception if the building has 24 hour maintenance that can reset the breaker or replace the fuses.

I think if there are multiple disconnects that are not real obvious a label of some sort noting the location is probably in order.

Personally, as a tenant, I would expect to have access to the panel in case I needed to reset a CB that tripped.

There are cb's in each apartment already. I would definitely agree with you if there weren't. I called the Chief Inspector and he was saying the only thing he could see being a problem is if in the future they try to sell the buildings individually but the owner is showing me that they cannot be sold individually because it's one tax lot

same foundation? if so set the service disconnect/meters on the single structure & feeders to each unit -- not the same foundation you have 2 structures if so set the service disconnect/meters on the 1st structure- feeder 2nd structure disconnect & feeders to each unit
service disconnect should be readily accessible(exemptions do apply) & a lot of fire dept require them to be exterior( though NEC does not)
