Disconnect location for 2-family dwellings

Where in the NEC does it allow the two service disconnects for a duplex to NOT be grouped, ie. each disconnect located inside its respective side.
 
You have to do some jumping around between 230.2, 230.40 Exception 1, 230.71 and 230.72, but the bottom line is, you can have more than one set of service entrance conductors and the disconnect(s) for each set have to be grouped.
 
I see where 230.71 allows 2 to 6 disconnects for each service, and where 230.41 except.1 allows multiple sets of service entrance conductors, but ultimately, 230.2 doesn't allow multiple services on a duplex where there would be available space outside to install a 2-meter ped with breakers in it. Correct?

Do you have a copy of the NEC Handbook? Take a look at Exhibit 230.4 in the explanatory text at the end of 230.2. There are other Exhibits with similar meaning.

Article 100 Definitions says:
Service. The conductors and equipment for delivering electric energy from the serving utility to the wiring system of the premises served.
The point where the utility wires connect to the service entrance conductors is the end of the "service".
