Disconnect location

Working in Pa which is still under 2017 code. We mounted a 400 amp disconnect for a fast food restaurant (according to the electrical drawings) at the power company transformer vault location on a rack and strut. From there we installed underground wires into the building into a main lug panel. This all according to the electrical drawing.
Inspector failed the install because the exterior disconnect is to far away. It is across the parking lot about 100 ft away. I cant find anything in the code limiting the distance. All I find is 230.70 (A) (1) Readily accessible location. It is odd to have it that far away but we installed according the the engineered drawings.
Any help on discussing this with the inspector other than 230.70?
 
The NEC does not specify a maximum distance. I think there is a good reason. The service disconnect is not intended to be a means for quickly turning off power to a building under emergency (or even just urgent) circumstances. Its purpose is to permit deenergizing the building for maintenance.
 
I just talked to him. He is calling the wiring feeders( not service conductors) from the disconnect to the building.
Thus requiring a a disconnect at the building?

That all depends on whether the Remote disconnect is fused or not as to whether or not they are Service Conductors or Feeders.

Regardless either way you are required to have a disconnect at the structure at or near the closest point of entry.
