disconnect means

I would like to know if I can use a fuse holder as a means of disconnect in a hand hole in a street light for service repairs. The line source is fed direct from the Power Company's transformer with 120 volts, if so I need to prove it with a NEC section. The Power Company does not think this meets the code along with County Inspector.

A couple of thoughts come to mind.

Does the code even require a disconnecting means?

How will you safely remove the fuse under power?

Why is the county inspector involved? Does he have any jurisdiction over such installations?

Does such an installation even come under NEC code?
 
240.40 Disconnecting Means for Fuses.

A disconnecting means shall be provided on the supply side of all fuses in circuits over 150 volts to ground and cartridge fuses in circuits of any voltage where accessible to other than qualified persons, so that each circuit containing fuses can be indepently disconnected fromm the source of power.
