Disconnect - MLO

Is anyone aware of any codes that prohibit my question below. I always use a main breaker panel regardless, but we had a MLO laying around. This town is very strict that I am working in so I don't want the inspector to pull any indirect codes with this senerio.....


New Residential (Generac) Generator transfer switch with intergeral 200A main breaker is getting installed outside. Inside panel is a new MLO panel. Even though the inside panel now becomes a sub panel and is protected by the 200A outside is there anything code (electrical, fire, building) that this could violate, being that there is no main disconnect inside? I have a feeling that this inspector is going to pull some semi unrelated code like the good old workmanship code.
 
Is that gen only powered panel? Wouldn't think it so on residential, but have to ask to be sure.

Otherwise, if you use a service-rated ATS with intergral OCPD for the service side, most will not fuss. However, some AHJ will require a gen feeder disconnect at the building because the generator is considered a separate structure. May depend on where the gen is located with respect to the service disconnect, ATS, and entry to building.
