Disconnect mounting

Can a disconnect be mounted to inside of a guardrail, where the outside of the guardrail has foot traffic?
 
Can you give a little more info? Voltage, a better descriiption of the area? Start with 110.26 for working space then go from there.

480 3 phase, inside a factory. It's mounted to a guardrail that separates foot traffic from the shop floor. The disconnect is mounted on the shop floor side of the metal guardrail.
 
No, I don't see any issue with it. Someone with ZERO electrical knowledge questioned my location and I wanted some proof to back up my opinion.

Unless he is the owner or GC i would tell him not to tell you about electrical and you wont tell him how to flip burgers. I would check the spec sheet for location if its there.
