Does the 125A frame size make sense for a circuit this size? They are calling for #10's. Does the frame size only refer to the size of the switch in the switchboard?

No it's sounds incorrect. According to the note if applicable to the highlighted portion it should be a 30 amp switch.
 
Is this a switchboard with fusible switches? To me this seems like a switchboard with breakers and the they want a 25A breaker in a 125A frame to serve a fusible 30A elevator disconnect switch. The 125AF is intended to note breaker frame size in the switchboard. I think this is dependent on manufacturers, but typically that is the smallest frame size for a MCCB that fits in a switchboard so it makes sense to me.

Aren't the standard frame sizes 30, 60, 100, and 200 amps?
Frame sizes for low voltage circuit breakers are different. Those are typically 125, 150, 225, 250, 400, 600, 800, 1200, 1600 etc. Those should be called out when specifying low voltage distribution equipment that use mounting inches instead of circuit spaces (ie, switchboards & power distribution panelboards).
