If you have control panel within sight of motor and panel is not within sight is a disconnect switch still needed? Control panel has nothing to do with means of disconnect?

IMHO a control panel, probably with a contactor, does not qualify as a disconnect. And if it is a motor controller there may have to be a qualifying disconnect for the controller even if there is a downstream disconnect for the motor.
 
Some control panels come with integral disconnects. They are usually seen as knife switch type handles on the side of the control panel. If your control panel doesn't have this, then an additional disconnect would likely be needed.
 
There are exceptiions to 2

430.102(B) Motor. A disconnecting means shall be provided for a
motor in accordance with (B)(1) or (B)(2).
(1) Separate Motor Disconnect. A disconnecting means
for the motor shall be located in sight from the motor location
and the driven machinery location.
(2) Controller Disconnect. The controller disconnecting
means required in accordance with 430.102(A) shall be permitted
to serve as the disconnecting means for the motor if it
is in sight from the motor location and the driven machinery
location

Can you explain the setup with some more detail? Does the fire pump controller have an integral disconnect?
