Disconnect switch height in distribution panel

I have a situation where we have installed a fusible distribution panel in classified area on 18-inch pad. The switchboard has a main fusible disconnect that is fed from the main switchboard. We have specified the distribution panel with main disconnect just for convenient use. The issue is the operating handle his higher than 6?-7? as requested by the code. Is there any exception in the code will allow this installation since it?s only for convenient use? Other wise we have to rearrange the switches and a cost will be associated with it. Thanks,

...if not, then cost and convenience will not override the
requirement.

Some times it is cost effective to raise the floor to 6' 7" below the switch. But this is harder in a classified location.
