A Working Space. Working space for equipment operating at 600 volts, nominal, or less to ground and likely to require examination, adjustment, servicing, or maintenance while energized shall comply with the dimensions of 110.26(A)(1), (A)(2), and (A)(3) or as required or permitted elsewhere in this Code.
 
Do es the disconnect switch on the wall requires 3' working clearance in front?

or more, depending on the voltage.
It is an often debated subject, but, it appears the majority of inspectors consider it to fall into the wording of 110.26 shown above,
 
I've always been told if it's a non-fusable and not a circuit breaker, no user serviceable parts, etc., then it doesn't require the clearance, just has to be readily accessible. I could be wrong and not sure about all locals, but that's what I've always heard.
