Disconnect to Panel

I have a location that has a direct feed to the transformer on the primary side and the secondary side feeds a 200A fusible disconnect. The panel for the job has 100MCB. Do the fuses in the disconnect need to be changed to 100A or are the 200A fuses ok?

I am an electrician in Texas. I say the 200A fusible disconnect can feed the 100A MCB panel but I was told I couldn't.
 
The panel has to be protected at 100A. That can be done either with the Fused Disconnect or the main breaker in the panel itself.

The wiring between the 200A fused disconnect and the panel either has to be rated for 200A OR qualify under one of the tap rules for 100A. If you cannot do either, you need to fuse at whatever the feeder requires.
