Disconnect vs circuit breaker

Literature provided by the submersible well pump manufacturer refers to placing the circuit breaker or disconnect switch in the OFF position before running power to the Motor Control Box (MCB). The MCB will be located adjacent to the 100amp service panel less than 12" away. My understanding of the NEC is that the breaker, being in line of sight of the MCB, would provide the required disconnecting means and that a separate fused disconnect would not be required. Can someone please verify? Thank you.
