Disconnect vs UL489 Circuit Breaker

First Time Poster here.....

We recently built a control panel for a customer and we need to correct something I believe I identified as not acceptable.

The incoming 120V power terminates on the line side of a class CC Fuseholder "FU1" (fused with a 15A fast blow / 200Kaic fuse) and a terminal block dedicated for the neutral. There is also a main ground lug dedicated for the incoming ground as well.

After the panel was completed; I noticed that the fuse holder states that it is not to be opened under load. I believe this is a problem. This fuse holder is our main disconnect for the panel and is located within the enclosure.

What are my options to correct?
A) Replace the 15 amp fuse holder with a UL489 Miniature Circuit Breaker (this is not our first choice due to space)...... or
B) Provide instructions on the drawings to have a disconnect installed by the end-user and for it to be rated at 15 amps?

I would have the contractor supply a disconnect at the location. The disconnect can be a sp switch assuming no more than 30 amps. Other wise they can use a standard knife switch.
