Do you know where in the code book is says you need over current protection at the meter if panel is further than 10 ft away?

There is code requirements for disconnecting means located on the inside of the structure must be located at a readily accessible location nearest the point of entrance for the conductors into the building. It does not give any length measurements. 230.70 (2)
 
I think your looking for 230.70(A)(1). The 10' thing may be local as stated above.
