I have incoming electric utiliity coming into service equipment with 2000 amps main breaker and trough.

On the trough there are eight disconnects. Six going to different tenan, one new going to another tenant and one future spare. The six disconnects are fused but the new one plan is saying non fused. Does the new disconnect be fused and article services apply or article outside feeder apply?

If you are asking what I think you are asking - can this be called an outside tap of unlimited length - yes, but you can't have the disconnect switch inserted into that tap. 240.21(B)(5)(2) says "The tap conductors terminate at a single circuit breaker or a single set of fuses that limits the load to the ampacity of the tap conductors. This single overcurrent device shall be permitted to supply any number of additional overcurrent devices on its load side." The tap would start at the 2000 amp feeder circuit, landing it on a switch that doesn't incorporate proper overcurrent protection violates this particular tap rule.

Article 230 stops after that 2000A main breaker.

230.1 Scope. This article covers service conductors and equipment for control and protection of services and their installation requirements.
