Should you have a 400 amp service located on the outside of a dwelling feeding a inside 200 amp panel within inches, and you also have an outside 200 amp disconnect within inches of the service that is for a future building, according to the 2017 NEC is there a code violation ?

Where are the service disconnects located? They need to be grouped. IMO opposite sides of a wall is not grouped.
Agree. 1 service disconnect inside and one outside is not acceptable in local jurisdictions.
If you have a 400 amp meter socket the Code will allow you to feed a detached future building from the meter without a disconnect although some POCOs am locals will not.
