Did he give you a code reference.? If not, would 424.19 apply? Or like Infinity inquired, is it a slit system?
 
Sometimes they are separate systems.

Did one Friday where the condenser is outside, and the air handler is in the attic.

Air handler has its own disco in the attic, and I ran a new 30A circuit with disco for the compressor.

Air handler is combo heat/a/c though.
 
I've never installed a disconnect for the head unit of a single-zone mini split, because it's a slave from the condenser.

But multi-zone units I've wired have a separate power for each head unit, and definitely need a disconnect for each
 
424 would only apply if there is electric heat installed in the air handler.

440 doesn't apply to an air handler only unit - it doesn't have a hermetic compressor in it and that disqualifies art 440 from applying.

422.31 is what should apply if this is an air handler with no heat, it is just a motor operated appliance for NEC application.

Which code cycle applies can change disconnecting means requirements for 300VA or 1/8 HP or less. 2014 the branch circuit device can be the disconnect if 300VA or 1/8 HP or less. 2017 branch circuit device could still be the disconnect but must be lockable in accordance with 110.25

They are usually 1/8 HP or less and don't require disconnect at the unit, 2017 (and probably 2020) still require the disconnecting means to be lockable in accordance with 110.25 if not within sight of the appliance. I don't see why a lockable condensing unit disconnect that supplies both wouldn't be acceptable here either.
