I have an inspector requiring a disconnect on a air handler, the condenser has a lockable disconnect.

They are usually 1/8 HP or less and don't require disconnect at the unit, 2017 (and probably 2020) still require the disconnecting means to be lockable in accordance with 110.25 if not within sight of the appliance. I don't see why a lockable condensing unit disconnect that supplies both wouldn't be acceptable here either.I've never installed a disconnect for the head unit of a single-zone mini split, because it's a slave from the condenser.
But multi-zone units I've wired have a separate power for each head unit, and definitely need a disconnect for each
