I currently am servicing a duplex with a two gang meter can. I need to replace the interior panel of the one duplex. There are no disconnects outside, they are both on the interior of each unit. Do I need to install a disconnect outside for each unit? I am not sure if this would fall under the grouping category of service disconnects.

We are generally allowed to do that here under 230.40 exception number one. The NEC does not define the word occupancy or duplex, so you might have to do some digging into the exact meaning of these words with your building department, or ask your ahj their interpretation.
