Disconnect

2 x 3 phase circuits in parallel, but they want them both disconnected by the same disconnect. Most common scenario is that they have a blower motor and a separate feed for a heating coil, each fed from different sources. But if someone wants to work on the AHU, they need one lock-out point.

That said, “EF” is usually exhaust fan, so a heater on and exhaust fan would be odd…

Maybe a 2 speed 2 winding motor and the 2 speed controller is somewhere upstream, like in an MCC?
 
FYI. They do manufacturer 6pole disconnects both fusible and non-fusible but they are pricey.
It would behoove you to do a RFI or some more research to see if such an animal is actually needed,
