is clause 240.30 B applicable to disconnecting boxes? if so, what are the reasons of having the DS hanlde operable outside? is it for emergency purposes?

No I think that it refers to that you don't have to cover the breaker handles ,it can be expose!!!
DS have already expose handle !!!!

Thats it, the disconnecting box design have a latch door, and the switch is not accessible outside. the user must open the door first to turn it off.
