Disconnecting Means ahead of Industrial Control Panel

I have the main supply disconnect switch adjacent to an Industrial Control Panel serving an equipment skid. The Industrial Control Panel contains a circuit breaker but has no means of interlocking the door. Does having the main disconnecting means adjacent to the panel remove the requirement for and interlocked handle.

No. The disconnect is to be interlocked with the door.

There is no requirement in the NEC for this.
 
Its not an NEC requirement but is likely a UL requirement. I have not seen a fused disconnect switch where the cover is not interlocked with the on off handle. For industrial control panels it may be a NFPA 79 or UL 508 requirement
 
The OP asked about a breaker, and I cannot see a UL requirement in that case.
Similarly a fused but non-switch disconnect such as a removable fuse holder block cannot have a door or handle interlock.
A non touch safe fuse holder and knife switch combination justified an interlock on the UL side.
If the breaker can be opened and the door locked closed, that should be good enough for simple LOTO.

it is not a UL508a requirement. might be in NFPA79.
