Disconnecting means at a battery backed up fluorescent fixture

Is the disconnect required by 410.130(G) supposed to be installed on the line conductors or just the leads going to the ballast? Normally the hot lead from the battery to the ballast has a disconnect, but I don't believe the manufacturers have been providing a disconnect ahead of the battery. I would think the intent of the requirement is to provide serviceability to the whole fixture and not just the ballast.
