I agree, a breaker lock out or lockable disconnect for service should be somewhere in the circuit, but at 60 amps or less you don't need it right next to the charger. An interesting question added to this is, 625.23 requires a disconnect for units "rated" at more than 60 amps. Tesla has a charger that can be connected as high as 100 amps and set to as low as 30 or 40 amps, it is still rated for a 100 amps when set to 40 amps. Would it need a disconnect next to it if set to less than 60 amps?
