Disconnecting Means for Vessel Heater

NEC 427.55(A) states that circuit breaker, where readily accessible to the user, can be used as disconnectoing means.

what does "readily accessible" mean here, does it mean that the breaker needs to be within sight of the equipment?
 
I would use the definition in the NEC. A disconnect must be within sight of the unit if there is no breaker lock. In that case the disconnect must be readily accessible.

Accessible, Readily (Readily Accessible). Capable of being reached quickly for operation, renewal, or inspections without requiring those to whom ready access is requisite to climb over or remove obstacles or to resort to portable ladders, and so forth.
