Disconnecting Means in a Seperate Bldg.

We have a hospital customer with several buildings on-site at the facility. They want to install a feeder from the main switchboard in one building to a distribution panel in another building, and are wondering if they need a main breaker in the distribution panel. According to NEC 225-32 for outside feeders to more than one building or structure, we feel that per Exception No. 1, since the feeder breaker in the main switchboard is "on the premises" of the plant, and they are under a single management with a safe switching procedure, they do not need a local disconnecting means.
 
It will be up to the AHJ to interpret what the words "safe switching procedure" mean. Some will want to see a written procedure, some will want it posted by each disconnect, some will not accept anything as there is no guarantee of who will be on duty at any given time that a safe switching procedure must be implemented. Interpretations will vary greatly. What is acceptable in your jurisdiction may not be elsewhere.
 
I agree with Haskindm,

The AHJ will have to decide if it is OK. I have worked quite a bit with our local hospital and after seeing their maintience crew and their written safety procedures I would say that Exception #1 to 225.32 would apply, but again that is my opinion and each situation is different.
