Article 100: disconnecting means: A device or group of devices or other means by which conductors of a circuit can be disconnected from their source of supply.

Based on that looks like both are disconnecting means to me. Overcurren protrction can be disconnecting means. I could be wrong about all this.
Have you read the definition in article 100?

A fused disconnect has a handle or something that will disconnect the line from the load. The fuse itseld would not be a disconnect IMO unless there was a mechanical means to disconnect it from the load. A circuit breaker would be a disconnect.

ANYTHING that disconnects the power from the source is a disconnecting means. A light switch. A plug and receptacle. Overcurrent protection is definitely a disconnecting means. Whether a means of disconnecting is acceptable to various codes is a different story.
