feeding 30 amp disconnect for elevator cab lights and pulled other circuits straight through,is this legal?
disconnects as raceways?

As far as the NEC is concerned using a disconnect as a raceway is OK.
However .... the fact that it is a disconnect for elevator equipment might be a problem with the elevator inspector.
IMO elevator workers rate even higher on the prima donna scale then electricians. :grin:
