Disconnects for Transformers

I have a transformer fed from a lighting panel that is about 150 feet away across on the other side of the (warehouse) room. There are many shelves in between. Contractor is trying hit us with $900 change order to install a fused disconnect switch on the primary side of the transformer right next to it. He said that this is an NEC requirement for readily accessible disconnect means. I could not find anything other than transformer protection by OCPs in the Code. There is no mentioning about the location of the disconnect switches for the transformers. Can you guys help me if there is actually a disconnect requirement right next to the transformers?

There is no such requirement if 490.22 does not apply. It doesn't sound like it does.

As a general rule, why not ask the contractor what NEC Section is being quoted?
