disconnects which service garage doors in a service center be cabable of be turned off without the use of a ladder or lift ?the disconnects are about 15 ft from the finished floor they may be fused .the circuit breakers which service these disconnects are located in a electrical room which is in a different location and out of sight . the article I used was 430 .107 and readily accessible .I think this situation because they state one of the disconnecting means must be readily accessible .being that the circuit breakers are in a different location it does not meet the requirments of the code. I think if you used 404.8 exception 3 this would be code compliant need some comments please thanks
 
First of all, a circuit breaker being located in a different room, even a room that is locked, does not prevent the circuit breaker from being “readily accessible.” The phrase “reached quickly” in the definition of “readily accessible” does not mean “quickly” in the sense of, “someone is getting shocked and will die if I can’t reach the circuit breaker in the next few seconds.” There is no emergency within the context of “reached quickly.”

Secondly, you have a disconnecting means within sight of the motor. So you meet the requirement of 430.102(B)(1).

Third, as I mention above, I think the circuit breaker is “readily accessible.” So you do meet the requirement of 430.107, even without using the exception 3 to 404.8.

Finally, I think you could, if needed, take advantage of the exception 3 to 404.8.
