do disconnects that are not fused need arc flash warnings does that depend on the voltage and amps

It depends on whether the AJU considers they

"are likely to require examination, adjustment, servicing, or maintenance
while energized"

Why would you likely to require to have a non fused disconnect energized for examination, adjustment, servicing, or maintenance ? It is either on with power passing thru or the OCPD serving it is off -

Testing voltage to an HVAC unit. You could accidently short it.
if the switch is closed then voltage if it exists would go to HVAC - you could test for voltage at the HVAC as well - If the HVAC does not have voltage then if you open the disconnect is would not have voltage as well. Would you need clearances for a wall switch? it can be considered a non fused disconnect in certain uses. Likely is the term used
