Disconnects

I was informed that I needed a disconnect after and at the service meter and before the supply panel. Is this mandatory under NEC rules? I was told by the electric company that a trailer house breaker panel would be sufficient and have to be installed on the outside next to the meter base in order to serve as the disconnect for my load center box. That is my question as to if it is necessary or not under the rules.

Sorry, I'm unclear. Is it a mobile home ?? If so The NEC (as well as most utilities) require a service disconnect adjacent to and not mounted on the mobile home. (also required to be with 30ft)
If we are not speaking of a mobile home, then the answer wold be different and the Code requirement has some inspector realted varibles.
Most power companies can, of course, have their own requirements beyond the NEC.
