Dishwasher/Garbage Disposal hard-wired or plug?

Are dishwashers and garbage disposals required to be hard-wired or can they be configured with a plug so I can plug it into a surge protector?

My reason for asking is I want to place surge protector at the appliance in addition to having a whole-house surge protector.

They can both be cord-and-plug connected
 
See 422.16(B)(2). The cord used must be between 3' and 6.5' long and must be identified as suitable for the purpose in the instructions of the dishwasher. This can be a generic cord, or could be a specific accessory cord available from the appliance manufacturer.
Under the 2020 code the receptacle for a dishwasher must be in the space adjacent to the dishwasher. It is not permitted in the dish washer space.
