Charlie:

I have always considered the point of entrance to be where the conductors are no longer "Conductors considered outside the building" per 230.6. This lets me run as far as I wnat from the meter as I want as long as the conductors are under 2" of concrete.

Do you agree?

I agree, but don't get me confused with the other Charlie (I get confused with adequate regularity on my own, thank you). In Washington State, the distance is 15 feet, and is established by a state administrative code. But the 15 feet doesn't begin until you leave the concrete encasement or concrete cover.

Steve, I agree with you and Charlie B. Sorry Charlie, 15' was not one of the distances I listed. As evidenced, the list is not finite. :D

I wonder if we answered his question? Steve, did the 66 come from "Route 66", the TV show (am I showing my age or what)?

Apparently the only one that can answer the question is my local AHJ, but thanks for getting me to that point.

In washington state its 15 ft but if you encase in 2" of concrete its considered outside of the building. Or you can go down and under the dirt, 18" cover is outside of the building as well.
Or use a combo meter disconnect on the outside. Remember the condcuotrs from the meter are unfused and the OCP is on the primary side of the transformer.

Also, do not loose sight of the OC protection on the transformer is to protect the primary line, not the transformer, secondary, service drop, or the service entrance conductors. :D
