Well, it certainly does not say that all other conductors shall be considered to be inside the building.

I don't need an NEC interpretation to tell me that the SE cable on the outside of a building is outside.

Larry, all I am saying is perhaps this is not a mistake or error but possibly it is the intent to not allow unfused conductors to travel along the outside of the building.

Personally I agree with you but the same arguments were made about wire in a conduit outside the building being in wet location. Many argued that it was not wet location because it was in conduit. We now see that they were incorrect as to the intent of the code.

WEither way it should be cleared up and I think I will take Don's advice and make the proposal. I have never made one before but I will give it a go.
