Distance from window

I understand that the weaterhead and drip loop need to be 3' away from the window but what about the service riser and meter can? Can I mount the meter can and service riser less than 3' along the side of the window and use the riser to go high above the window near the roof? This will be for a side of the house attachment.

The riser and meter can do not have to be any particular distance from a window.

In California this is what Southern California Edison requires.
