Can we legally use these since they are only UL recognized and not UL listed?

I've been told in the past regular dist. blocks weren't legal since they weren't listed but I've never bothered to look it up myself. Everytime I've used them they've always passed inspection.

some dist. block are recognized as terminals. can you use terminals?

I looked up IZLT2 in UL508a. Says procedure described only. Bummer.
