Distribution Panel question

Greetings. I am moving my kitchen to expand it. No new circuits (I may loose the Electric range to Propane) but nothing earth shattering.
However, An electrical estimator came in for a bid and looked at my panel and said it really had to go. (he didn't even look inside) Because the way the main breaker was situated was a bad idea.
This is the bid: I wish I could post a picture but I can see no way to do so. Obviously the moderator doesn't want us to do that.

Scope of Work
ELECTRICAL
• Remove existing 200 amp primary distribution panel in garage
• Install grounding and bonding as required by NEC
• Install new 200 amp primary distribution panel in garage
• Install new circuit breakers sized to NEC code
The price for this work scope would be $2608.32

What hidden gotchas in this type of job? ie: added cots
Is it necessary?
