I had a VERO Tru Tankless Model# BR36 installed in my apartment. It does not accommodate 2 showers

I had a VERO Tru Tankless Model # BR36 installed in my apartment. It does not accommodate 2 showers simultaneously or a shower and dishwasher simultaneously.

Is this normal. Should I have installed a larger capacity heater?
