Do light fixtures need to have power allocated based on max permissible lamp watts?

if a ballast is rated 0.39A with 48" T8 25W energy saver lamp and 0.49A with F32T8/32W full wattage lamps, but you intend on commencing the system with 25W lamps, do each fixture need to be allocated 0.49A of current?
 
NEC wise .....

220.14(D) Luminaires. An outlet supplying luminaire(s) shall be
calculated based on the maximum volt-ampere rating of the
equipment and lamps for which the luminaire(s) is rated.
