Do PV module mounting systems need to be listed?

Answer to my own question its not required to be listed by the NEC unless the rack is also used for bonding the module to the equipment ground. 690.43(B).
The Oregon state solar installation code has section 303.4 'Certification Requirements' that need to be met though.

Strictly speaking: Not required.
Practically speaking: The avoided labor from not having to bond all the parts individually makes listed racking very much worth it for most installations. Maybe not for a single panel or two.
